• Board of Education

    The Board is comprised of seven members, elected at large for three-year terms. It is responsible for establishing policies which govern the education of all children attending district schools and for insuring adherence to state laws and regulations.

    The Board encourages communication and invites the public to attend its meetings. Regular meetings are held at 7:30 P.M. on the second Monday of each month or as designated. Special meetings and work sessions to be scheduled will include informational programs for parents as well as an opportunity for discussion with Board of Education members and the Superintendent of Schools.

    Rosemarie Eller has been a member of the Board of Education since 2005 and is currently President of the Board. She has two children who have attended White Plains Schools.

    Very active in the community, Ms. Eller has been President of the Education Club of Mt. Hope A.M.E. Zion Church and a Sunday School teacher there; a past member of the Board of Directors of Happy Harbor Child Care Center, and a recipient of a Certificate of Recognition for development of youth from the White Plains Youth Bureau.

    A graduate of Adelphi University, Ms. Eller is an Associate Director at Pfizer Inc.

    Currently Mrs. Eller serves on the Board's Finance/Audit, Policy and Human Resources Committees. She also represents the Board on the White Plains Youth Bureau.

    Charlie Norris, Board Vice President, was elected to the Board of Education in 2007 and has been a resident of White Plains since 1987. His two children graduated from White Plains High School.

    Mr. Norris is a graduate of SUNY/Stonybrook and has a J.D. degree from New York Law School. He practices law in White Plains.
    Active in the schools before his Board election, Mr. Norris has been a member of the Annual Budget Committee, the District's Strategic Planning Core Team, and was PTA president at White Plains High School – the first male to serve in that role. He has served on the Board of the White Plains Youth Soccer League.
    Mr. Norris serves on the Board's Human Resources and Special Education Committees. He also represents the Board on PTA Council and the Westchester-Putnam School Boards Association.


    Sheryl Brady has been a White Plains resident for 28 years as was elected to the Board in 2007.  Three of her four children are proud graduates of the White Plains Schools, and her fourth child is a member of the Class of 2016.

    Mrs. Brady holds a Bachelor’s degree from Purchase College and a Master’s and Ph.D. in Mathematics from Cornell University.   She was formerly an Assistant Professor and Chair of the Mathematics Department at Purchase College.  Within the community, she was President of the Post Road PTA and PTA Council and has been on the District’s Strategic Planning Core Team, and Annual Budget Committee.

    On the Board, Mrs. Brady serves on the Curriculum, Special Education, and Policy Committees.  She is also Board liaison to the Westchester Putnam School Boards Association and to PTA Council.    



    A resident of White Plains since 1999, James Hricay was first elected to the Board in 2009. He has three children, all of whom are enrolled in the White Plains Schools. He had previously served on the district's Annual Budget Committee.

    Mr. Hricay holds a Bachelor's degree in Public Administration from George Mason University, an MPA in Public Policy from the Robert F. Wagner School of Public Service at NYU, an MBA in Financial Management from Iona College, and Connecticut School Business Administrator and New York School District Business Leader certificates.  He is Managing Director of Operations for the Greenwich Public Schools.


    As a Board Member, Mr. Hricay serves on the Finance/Audit and Special Education Committees.

    Cayne Letizia was elected to the board in 2015 and has been a White Plains resident since 2010.  Two of his children attend White Plains Schools and the third will join them in two years.

    A graduate of St. Bonaventure University, Mr. Letizia holds a Master’s degree in Education  and a Ph.D. in Language Literacy & Learning, both from Fordham University.  With 15 years’ experience as an educator, he is currently a Reading Teacher in the Valhalla Union Free School District. 

    Mr. Letizia serves on the Board’s Curriculum and Safety Committees, and represents the Board on the City’s Recreation Advisory Committee.


    Rose Lovitch has been a resident of White Plains since 1990 and was elected to the Board in 2012. Two of her three children are graduates of White Plains High School and the third is a WPHS senior. 

    Among her many volunteer positions before joining the Board, Mrs. Lovitch was President of the PTAs at Post Road School and the High School before becoming Co-President of PTA Council. She has also been a Girl Scout leader in the community for 10 years.

    Mrs. Lovitch has a B.A. degree from Fordham University and a J.D. Degree from Pace University School of Law. She is a practicing attorney. 

    As a Board Member, Mrs. Lovitch serves on the Curriculum and Policy Committees. 



    Dr. Randy Stein was elected to the Board of Education in 2008 and has lived in White Plains since 1985. Her three children are graduates of White Plains High School.

    Dr. Stein graduated from SUNY/Albany and Albert Einstein College of Medicine. An endocrinologist, she has practiced medicine in White Plains for 31 years and is on the staff of White Plains Hospital Center. She is a partner in the WestMed medical group.

    Dr. Stein serves on the Board's Finance/Audit and Human Resources Committees.
