Committee on Preschool Special Education

For children between the ages of 3 and 5, special education services are recommended by the Committee on Preschool Special Education (CPSE).

To refer your child to the CPSE, you must first register your child in the White Plains City School District. That can be done at the Family Information Center located on North Avenue. Please call them first at 422-2038 and they will guide you through registration.

After you register your child with the district, please contact, Mr. Steven Seltzer at 422-2435 and he will help you refer your child to the Committee on Preschool Education.

Yes, all children must register for kindergarten even if they have already registered during the CPSE process.  However, if you have any questions, contact the district CPSE office for further information, 422-2435.

All districts are required to screen students for kindergarten. The timelines and screening instruments can vary depending on the district’s needs. Screenings are only brief assessments of your child’s language, cognitive and physical abilities. The purpose of the screening is for the school to get to know your child and to identify those students who may have a significant delay which may require further assessment. If your child is recommended to enter a district program, the district may request that your child be evaluated through the Committee on Special Education (CSE). If you have any questions, ask the CPSE or CSE chairperson.

Todos los distritos están obligados a evaluar a los estudiantes para Kindergarden.  La cronología y los instrumentos de evaluaciones pueden variar dependiendo de las necesidades del distrito.  Las evaluaciones son sólo un breve cálculo de las habilidades de lenguaje, cognitivo y físico de su niño.  El propósito de evaluar es para que la escuela conozca mejor al niño y para identificar a aquellos estudiantes que pudieran tener una deficiencia significativa lo cual pudiera requerir mayores evaluaciones.  Si su niño es recomendado para ingresar a un programa del distrito, el distrito pudiera requerir que su niño sea evaluado a través del programa del Comité de Educación Especial (CSE).  Si tienen alguna pregunta, pregúntele al presidente del CPSE o CSE.

In the spring the CPSE will meet to recommend special education services prior to kindergarten.  During this meeting staff members will be present who know your child and their needs. In addition, at that meeting the CPSE may refer your child to the Committee on Special Education. The Committee on Special Education is responsible for determining the eligibility of school aged students, to receive specialized services.  Therefore the two committees do not typically meet together. The CSE will meet only if the CPSE or parent has referred the student.

En la primavera, el CPSE se reunirá para recomendar servicios de educación especial antes de kindergarden.  Durante esta reunión estarán presentes miembros del personal quienes conocen a su niño y sus necesidades.  Además, en la reunión el CPSE pudiera referir a su niño al Comité de Educación Especial (CSE).  El Comité de Educación Especial es responsable de determinar la elegibilidad de estudiantes de edad escolar, para recibir servicios especializados.  Por lo tanto, los dos comités típicamente no se reúnen.  El CSE solamente se reunirá si el CPSE o el padre tienen un estudiante siendo referido.

Just as in the CPSE process, you will be notified by mail of the date, time, location and place of the meeting. The letter will also inform you as to who is expected to attend the meeting.

Parents may choose to bring anyone they wish to the meeting. Please inform the district if you plan to attend with an attorney.

It is important to understand that this process is mandatory by the Regulations

• You, the student's parent or guardian
• The President of the District CSE
• a school psychologist
• A Kindergarten general education teacher
• A special education teacher or service provider
• At the discretion of the district, other individuals who know or have special knowledge regarding the student
• The student, when appropriate
• An individual who can interpret the instructional implications of assessment results (who may be one of the district personnel listed above).
• If you want a doctor to attend, you can request one, in writing, at least 72 hours before the meeting.
